The Anti-Corruption International Vigilance Council seeks to help citizens understand their rights, responsibilities and the lawful mechanisms available for addressing corruption-related grievances and public service concerns.
Our role is primarily focused on awareness, education, guidance, facilitation and referral to appropriate competent authorities.
We believe that an informed citizen is better equipped to take responsible and lawful action.

1. COMPLAINT GUIDANCE
Need to Raise a Corruption-Related Complaint?
Citizens who believe they have encountered a corruption-related issue may seek general guidance regarding the appropriate lawful channel for submitting a complaint.
Depending on the nature of the matter, citizens may need to approach the appropriate competent statutory authority.
General Guidance May Include:
Understanding the Issue
Clearly identify the nature of the grievance and the public authority or service concerned.
Organising Information
Keep relevant facts, dates, documents and other supporting information properly organised.
Preparing a Representation
Present the matter clearly, accurately and factually.
Approaching the Appropriate Authority
Submit the complaint or representation before the competent authority having jurisdiction over the matter.
Following the Lawful Procedure
Follow the applicable procedure and instructions of the concerned authority.
2. DOCUMENTATION & COMPLAINT PREPARATION
Presenting Information Clearly
The Trust’s objectives include assisting complainants with structured complaints, affidavits, documentation and evidence summaries for submission before competent statutory authorities.
Citizens should aim to provide information that is:
- Accurate
- Factual
- Relevant
- Clearly organised
- Supported by available documents
- Free from false or misleading statements
Important
Citizens should retain original documents safely and provide copies wherever appropriate.
Do not submit false, fabricated or misleading information.
3. RTI AWARENESS
RIGHT TO INFORMATION AWARENESS
The Council seeks to promote awareness and education regarding the Right to Information Act and lawful use of information-access mechanisms.

- Appropriate public authorities
- Basic application procedures
- Lawful follow-up mechanisms

4. PUBLIC GRIEVANCE GUIDANCE
Understanding Public Grievance Mechanisms
Citizens may face difficulties relating to public services, administration or Government procedures.
We seek to create awareness regarding appropriate public grievance mechanisms and lawful channels available for submitting representations.

5. VIGILANCE AUTHORITY AWARENESS

The Trust’s objectives include educating citizens about lawful mechanisms for approaching competent authorities such as:
- Directorate of Vigilance and Anti-Corruption
- Tamil Nadu Lokayukta
- Central Vigilance Commission
- Central Bureau of Investigation
- Other legally constituted authorities
The Council’s role is to provide awareness and guidance regarding appropriate channels rather than conducting investigations itself.
6. WHISTLEBLOWER GUIDANCE
SUPPORTING RESPONSIBLE REPORTING
The Council seeks to provide guidance, counselling and referral support to whistleblowers and victims of corruption, subject to applicable law.
Responsible Reporting
Citizens considering reporting wrongdoing should:
- Provide truthful information

- Avoid altering or fabricating evidence
- Maintain confidentiality where appropriate
- Use lawful reporting channels
- Approach the competent authority where statutory action is required

The Council seeks to empower women, senior citizens, small entrepreneurs, labourers and marginalised communities through awareness relating to:

- Abuse of public authority
- Public service concerns

Our aim is to promote awareness and responsible access to lawful channels of assistance.
11. HOW TO APPROACH A GRIEVANCE
A SIMPLE GUIDE FOR CITIZENS
STEP 1 — IDENTIFY THE ISSUE
Clearly understand what happened and identify the relevant public office, department or authority.
STEP 2 — COLLECT RELEVANT INFORMATION
Keep available documents, communications, dates, names and other relevant factual information safely.
STEP 3 — ORGANISE YOUR REPRESENTATION
Prepare the facts clearly and in chronological order.
STEP 4 — IDENTIFY THE COMPETENT AUTHORITY
Determine which legally constituted authority has jurisdiction over the particular matter.
STEP 5 — SUBMIT THROUGH THE LAWFUL CHANNEL
Follow the official procedure prescribed by the concerned authority.
STEP 6 — KEEP RECORDS
Maintain copies of the complaint, documents and acknowledgement or reference details wherever applicable.
STEP 7 — FOLLOW UP LAWFULLY
Use the appropriate official follow-up mechanism provided by the concerned authority.

- Arrest powers
- Investigative powers
- Adjudicatory authority
The organisation does not replace:
- Police authorities
- Courts
- Government departments
- Vigilance authorities
- Statutory commissions
- Other legally constituted investigative or adjudicatory bodies
The Trust operates within the framework of applicable Indian laws.
