Objectives

PRINCIPAL OBJECTS OF THE TRUST

The Anti-Corruption International Vigilance Council is established with a range of objectives focused on promoting transparency, accountability, ethical governance, citizen awareness, preventive vigilance, community empowerment, research and public-interest initiatives.

Our objectives are organised under the following key areas:

I. TRANSPARENCY, ACCOUNTABILITY & RULE OF LAW

1. Promotion of Transparency, Accountability & Rule of Law

To promote integrity, transparency, accountability and ethical governance in public administration, public institutions and public services in accordance with the Constitution of India and applicable laws.

2. Citizen Awareness on Anti-Corruption Laws

To create awareness among citizens regarding anti-corruption laws, including:

  • The Prevention of Corruption Act
  • The Right to Information Act
  • The Whistle Blowers Protection Act
  • The Lokpal and Lokayuktas Act
  • The Central Vigilance Commission Act
  • Other relevant State and Central legislation relating to vigilance, transparency, anti-corruption and public accountability.

II. OBJECTIVES RELATING TO STATUTORY BODIES

3. Coordination with Statutory Anti-Corruption Authorities

To guide and educate citizens on lawful mechanisms for approaching competent authorities such as:

  • Directorate of Vigilance and Anti-Corruption
  • Tamil Nadu Lokayukta
  • Central Vigilance Commission
  • Central Bureau of Investigation
  • Other legally constituted bodies responsible for redressal of corruption-related grievances.

4. Facilitation – Not Investigation

To assist complainants in preparing structured complaints, affidavits, documentation and evidence summaries strictly for submission before competent statutory authorities, without exercising any police, investigative or quasi-judicial powers.

5. Vigilance Interface Programmes

To organise, where permitted by law, joint seminars, awareness camps and public interaction sessions with vigilance departments, legal professionals and retired officials to promote preventive vigilance.

6. Monitoring of Public Service Delivery

To undertake lawful social audits, public grievance documentation and community-based monitoring of public services in accordance with applicable laws and guidelines.

III. CITIZEN EMPOWERMENT & COMMUNITY VIGILANCE

7. Legal Literacy & RTI Training

To conduct workshops and training programmes to educate citizens on:

  • Filing Right to Information applications
  • Public grievance mechanisms
  • Complaints before vigilance authorities
  • Legal remedies available under Indian law
  • Responsible and lawful civic participation

8. Whistleblower Support – Advisory Nature

To provide guidance, counselling and referral support to whistleblowers and victims of corruption, while ensuring confidentiality in accordance with applicable law.

9. Youth & Student Engagement

To establish Anti-Corruption Clubs in schools, colleges and universities to promote:

  • Ethical leadership
  • Civic responsibility
  • Constitutional values
  • Integrity
  • Awareness against corruption

10. Women & Vulnerable Group Protection

To empower women, senior citizens, small entrepreneurs, labourers and marginalised communities to resist bribery, exploitation and abuse of public authority.

11. Helpline & Public Grievance Support

To establish lawful helplines, digital platforms or grievance assistance centres to guide citizens in reporting corruption-related matters to appropriate statutory bodies.

IV. RESEARCH, DOCUMENTATION & POLICY ADVOCACY

12. Research & Publication

To undertake research studies, surveys and documentation concerning:

  • Corruption trends
  • Governance challenges
  • Preventive vigilance
  • Transparency and accountability
  • Best practices in public administration and governance

13. Policy Recommendations

To submit representations, memorandums and recommendations to Government departments, legislative bodies and statutory commissions with the objective of strengthening anti-corruption frameworks.

14. Public Interest Representation

To support or initiate Public Interest Litigations (PIL), where necessary and legally sustainable, in matters affecting public integrity and governance.

V. GENERAL & INCIDENTAL OBJECTIVES

15. Collaboration

To collaborate with:

  • Non-Governmental Organisations (NGOs)
  • Civil society organisations
  • Academic institutions
  • Bar associations
  • Retired judges
  • Vigilance officers
  • Ethical governance experts
  • Other appropriate organisations and professionals

for the advancement of the objectives of the Trust.

16. Non-Political & Non-Profit Character

The Trust shall remain non-political and non-partisan and shall not support or oppose any political party.

All income and funds of the Trust shall be applied solely towards the promotion and achievement of the objects of the Trust.

17. No Investigative Powers

The Trust shall not exercise:

  • Police powers
  • Arrest powers
  • Investigative powers
  • Adjudicatory authority

The Trust shall function strictly within the framework of applicable Indian laws.

18. Incidental Activities

To undertake all lawful activities that are necessary and incidental to the attainment and advancement of the above objectives.

IMPORTANT CLARIFICATION

The Anti-Corruption International Vigilance Council is not a police, investigation or adjudicatory authority.

The Council does not exercise police powers, arrest powers, investigative powers or adjudicatory authority. Its role is focused on awareness, education, guidance, facilitation, research, documentation and other lawful activities within the scope of its objectives.

Matters requiring statutory investigation or legal action may be directed to the appropriate competent authority in accordance with applicable law.
