TRANSPARENCY, ACCOUNTABILITY &amp; RULE OF LAW<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">1. Promotion of Transparency, Accountability &amp; Rule of Law<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To promote integrity, transparency, accountability and ethical governance in public administration, public institutions and public services in accordance with the Constitution of India and applicable laws.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. Citizen Awareness on Anti-Corruption Laws<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To create awareness among citizens regarding anti-corruption laws, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Prevention of Corruption Act<\/li>\n\n\n\n<li>The Right to Information Act<\/li>\n\n\n\n<li>The Whistle Blowers Protection Act<\/li>\n\n\n\n<li>The Lokpal and Lokayuktas Act<\/li>\n\n\n\n<li>The Central Vigilance Commission Act<\/li>\n\n\n\n<li>Other relevant State and Central legislation relating to vigilance, transparency, anti-corruption and public accountability.<\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">II. OBJECTIVES RELATING TO STATUTORY BODIES<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">3. Coordination with Statutory Anti-Corruption Authorities<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To guide and educate citizens on lawful mechanisms for approaching competent authorities such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Directorate of Vigilance and Anti-Corruption<\/li>\n\n\n\n<li>Tamil Nadu Lokayukta<\/li>\n\n\n\n<li>Central Vigilance Commission<\/li>\n\n\n\n<li>Central Bureau of Investigation<\/li>\n\n\n\n<li>Other legally constituted bodies responsible for redressal of corruption-related grievances.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">4. Facilitation \u2013 Not Investigation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To assist complainants in preparing structured complaints, affidavits, documentation and evidence summaries strictly for submission before competent statutory authorities, without exercising any police, investigative or quasi-judicial powers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5. Vigilance Interface Programmes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To organise, where permitted by law, joint seminars, awareness camps and public interaction sessions with vigilance departments, legal professionals and retired officials to promote preventive vigilance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">6. Monitoring of Public Service Delivery<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To undertake lawful social audits, public grievance documentation and community-based monitoring of public services in accordance with applicable laws and guidelines.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">III. CITIZEN EMPOWERMENT &amp; COMMUNITY VIGILANCE<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">7. Legal Literacy &amp; RTI Training<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To conduct workshops and training programmes to educate citizens on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Filing Right to Information applications<\/li>\n\n\n\n<li>Public grievance mechanisms<\/li>\n\n\n\n<li>Complaints before vigilance authorities<\/li>\n\n\n\n<li>Legal remedies available under Indian law<\/li>\n\n\n\n<li>Responsible and lawful civic participation<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">8. Whistleblower Support \u2013 Advisory Nature<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To provide guidance, counselling and referral support to whistleblowers and victims of corruption, while ensuring confidentiality in accordance with applicable law.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">9. Youth &amp; Student Engagement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To establish Anti-Corruption Clubs in schools, colleges and universities to promote:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ethical leadership<\/li>\n\n\n\n<li>Civic responsibility<\/li>\n\n\n\n<li>Constitutional values<\/li>\n\n\n\n<li>Integrity<\/li>\n\n\n\n<li>Awareness against corruption<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">10. Women &amp; Vulnerable Group Protection<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To empower women, senior citizens, small entrepreneurs, labourers and marginalised communities to resist bribery, exploitation and abuse of public authority.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">11. Helpline &amp; Public Grievance Support<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To establish lawful helplines, digital platforms or grievance assistance centres to guide citizens in reporting corruption-related matters to appropriate statutory bodies.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">IV. RESEARCH, DOCUMENTATION &amp; POLICY ADVOCACY<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">12. Research &amp; Publication<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To undertake research studies, surveys and documentation concerning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Corruption trends<\/li>\n\n\n\n<li>Governance challenges<\/li>\n\n\n\n<li>Preventive vigilance<\/li>\n\n\n\n<li>Transparency and accountability<\/li>\n\n\n\n<li>Best practices in public administration and governance<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">13. Policy Recommendations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To submit representations, memorandums and recommendations to Government departments, legislative bodies and statutory commissions with the objective of strengthening anti-corruption frameworks.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">14. Public Interest Representation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To support or initiate Public Interest Litigations (PIL), where necessary and legally sustainable, in matters affecting public integrity and governance.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">V. GENERAL &amp; INCIDENTAL OBJECTIVES<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">15. Collaboration<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To collaborate with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Non-Governmental Organisations (NGOs)<\/li>\n\n\n\n<li>Civil society organisations<\/li>\n\n\n\n<li>Academic institutions<\/li>\n\n\n\n<li>Bar associations<\/li>\n\n\n\n<li>Retired judges<\/li>\n\n\n\n<li>Vigilance officers<\/li>\n\n\n\n<li>Ethical governance experts<\/li>\n\n\n\n<li>Other appropriate organisations and professionals<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">for the advancement of the objectives of the Trust.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">16. Non-Political &amp; Non-Profit Character<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Trust shall remain non-political and non-partisan and shall not support or oppose any political party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All income and funds of the Trust shall be applied solely towards the promotion and achievement of the objects of the Trust.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">17. No Investigative Powers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Trust shall not exercise:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Police powers<\/li>\n\n\n\n<li>Arrest powers<\/li>\n\n\n\n<li>Investigative powers<\/li>\n\n\n\n<li>Adjudicatory authority<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Trust shall function strictly within the framework of applicable Indian laws.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">18. Incidental Activities<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To undertake all lawful activities that are necessary and incidental to the attainment and advancement of the above objectives.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">OUR OBJECTIVE IN ACTION<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">Building Awareness. Encouraging Integrity. Empowering Citizens.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Through awareness, education, preventive vigilance, citizen empowerment, research and lawful public-interest initiatives, the Anti-Corruption International Vigilance Council seeks to contribute towards a more transparent, accountable and ethical society.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TRANSPARENCY<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Promoting openness and accountability in public administration and public services.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">VIGILANCE<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Encouraging preventive vigilance and responsible civic participation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">LEGAL AWARENESS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Helping citizens understand lawful procedures, rights and available remedies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">CITIZEN EMPOWERMENT<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Encouraging informed and responsible participation in public affairs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">RESEARCH<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Supporting research and documentation relating to governance and corruption prevention.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">PUBLIC INTEREST<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Promoting lawful initiatives aimed at strengthening public integrity and good governance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">IMPORTANT CLARIFICATION<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Anti-Corruption International Vigilance Council is <strong>not a police, investigation or adjudicatory authority<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Council does not exercise police powers, arrest powers, investigative powers or adjudicatory authority.
